Health and Safety Compliance Software: The 14-Task Spreadsheet Stress Test

An inspector, an insurer or an enterprise customer asks a simple question: "Can you show me the current risk assessment for your Manchester office, who approved it, and what has changed since the last version?" In many growing businesses, the honest answer involves three spreadsheets, a shared drive, two email threads and one person who is on holiday.
Spreadsheets are where almost every health and safety system starts, and for a single small office they can work. The problem is that nobody notices the moment they stop working. There is no error message when a risk assessment goes out of date, a training certificate expires, or an action from last year's audit is quietly forgotten. You find out when someone asks for the evidence.
This guide is not a sales pitch for replacing everything with software. It is a stress test. Below are 14 compliance tasks that every UK and international business has to manage. For each one, you will see what a spreadsheet does well, where it breaks, and what health and safety compliance software does differently. Score yourself honestly and you will know whether you need to change, and where to start.
---
Why This Matters Legally
UK law does not require software. It requires that your arrangements work, and that you can show they work. Employers with five or more employees must record the significant findings of their risk assessments under regulation 3 of the Management of Health and Safety at Work Regulations 1999, and record their arrangements for planning, organising, controlling, monitoring and reviewing health and safety under regulation 5. HSE's guide to managing risks makes the same point in plain English.
Most other jurisdictions go further on documentation. France requires the DUERP, the Netherlands the RI&E, and Germany a documented risk assessment under its occupational safety framework. The more countries you operate in, the more documents you hold, and the faster spreadsheets fail.

Part 1: Documents and Records
Task 1: Knowing Which Version Is Current
Spreadsheet: fine when one person owns one file. Where it breaks: copies multiply. "Risk assessment FINAL v3 (2).xlsx" sits next to "Risk assessment FINAL v4 Jo edits.xlsx", and nobody is sure which one was approved. Compliance software: one live record per assessment, with every previous version kept and the approved version clearly marked.
Task 2: Triggering Reviews When Things Change
Spreadsheet: can hold a review date in a column. Where it breaks: the law asks for review when there is a significant change, not just when a date arrives. An office move, a restructure or a new piece of equipment does not update a spreadsheet cell. Compliance software: links assessments to locations, teams and activities, so a change in one prompts a review of the others. See risk assessment software: 7 features every global business needs.
Task 3: Tracking Training and Expiry Dates
Spreadsheet: a training matrix is one of the most common health and safety spreadsheets in existence. Where it breaks: someone has to check it. Expired first aid certificates, overdue fire warden refreshers and new starters who missed induction all sit quietly in red cells nobody opens. Compliance software: automatic reminders to the individual and their manager before expiry. For guidance on intervals, see how often health and safety training should be refreshed.
Task 4: Proving Who Changed What, and When
Spreadsheet: no reliable audit trail. Anyone with access can overwrite a cell without leaving a trace. Where it breaks: in an investigation, a claim or a tender. "We updated it last year" is not evidence. Compliance software: a time-stamped history of every change, approval and sign-off.
Task 5: Protecting Personal and Health Data
Spreadsheet: files containing accident details, DSE assessments or health surveillance results are often emailed, downloaded and stored on laptops. Where it breaks: health information is special category data under UK GDPR, and needs stronger protection than a shared spreadsheet offers. Compliance software: role-based access, so a manager sees what they need and nothing more. See health and safety records and data protection: 7 questions.

Part 2: Actions and Reporting

Task 6: Assigning and Chasing Actions
Spreadsheet: an action log with owners and due dates. Where it breaks: the log does not chase anyone. Actions from health and safety audits, inspections and incidents pile up, and the same findings reappear year after year. Compliance software: each action is assigned, tracked and chased automatically, with evidence of completion attached.
Task 7: Reporting Incidents and Near Misses
Spreadsheet: usually a form that someone fills in later and emails to HR. Where it breaks: reporting is slow, so most near misses are never reported at all, and details are lost by the time anyone looks. Compliance software: reports made from a phone in a minute, routed straight to the right person. See incident management software: 6 features every global business needs.
Task 8: Escalating What Is Overdue
Spreadsheet: depends on someone noticing. Where it breaks: overdue actions on high risks look identical to overdue actions on trivial ones. Compliance software: escalation rules, so serious overdue items reach a senior manager automatically.
Task 9: Reporting to the Board
Spreadsheet: someone spends two days before every board meeting pulling numbers together by hand. Where it breaks: the figures are already out of date when they are presented, and nobody can drill into them. Compliance software: live dashboards that show trends by site, team and country. See health and safety board reporting: 7 things wrong with most board packs.
---
Part 3: People and Workplaces
Task 10: DSE Assessments for Hybrid and Remote Workers
Spreadsheet: a list of names with a "done" column. Where it breaks: hybrid work means two or three workstations per person, and nobody knows whether the home set-up was ever assessed. Compliance software: self-assessments completed online, with problems flagged automatically for follow-up. Our DSE assessment service runs this at scale.
Task 11: Managing Contractors and Higher-Risk Work in Offices
Spreadsheet: a list of approved contractors and their insurance dates. Where it breaks: a contractor arrives to work on electrics or at height, and nobody checks the permit, the method statement or whether their insurance is still valid. Compliance software: contractor records, document expiry alerts and permits in one place. See permits to work in offices: 11 things systems get wrong.
---
Part 4: Growth and Multiple Countries
Task 12: Keeping a Legal Register Across Jurisdictions
Spreadsheet: a list of laws, typed in once and rarely updated. Where it breaks: laws change, and a register for one country tells you nothing about the next. Compliance software: a structured legal register by country and site, linked to the documents and actions that prove compliance. See the health and safety legal register: 12 essentials.
Task 13: Holding Different Documents for Different Countries
Spreadsheet: each country gets its own folder, its own format and its own owner. Where it breaks: group leadership cannot compare sites, and nobody notices when one country falls behind. Compliance software: local documents held to local requirements, with one group view across all of them.
Task 14: Giving Everyone One Version of the Truth
Spreadsheet: many truths, one per file. Where it breaks: the London team, the Dublin office and the Singapore hub each believe they are compliant, and nobody can prove it either way. Compliance software: one system, one standard, one set of numbers, with local detail where it is needed.

Score Your Stress Test
Count the tasks where your current approach breaks, or where you are not sure it works.
| Score | What it means | What to do |
|---|---|---|
| 0 to 3 | Spreadsheets are coping for now | Keep a close eye on Tasks 2, 4 and 6, which fail first |
| 4 to 8 | You are spending more time maintaining files than managing risk | Move actions, training and incidents onto software first |
| 9 to 14 | Your evidence would struggle under scrutiny | Move to a single compliance platform, backed by expert review |

Software Alone Is Not the Answer
Software solves the record-keeping problem. It does not decide what a suitable risk assessment looks like, which hazards matter in a law firm or an AI lab, or what a particular country requires. Businesses that buy software without expert input often end up with a tidier version of the same gaps.
Our guide to health and safety software and why it works best with expert advice covers this in more depth, and after you buy: 4 ways health and safety software implementations fail explains how to avoid the common traps. If you are comparing platforms, start with our UK buyer's guide to health and safety software.

Sector Notes
Software and AI businesses: the people buying software for their customers are often the last to buy it for themselves. Growth triggers new duties fast, as our post on AI and software startups: 8 stages that trigger new duties shows. See our software and AI and data pages.
Legal and insurance: clients and regulators expect documented, auditable processes, and tenders increasingly ask for them. See our legal and insurance pages.
Education: multi-site trusts and universities hold hundreds of assessments across buildings, trips and activities, where version control is critical. See our education page.

Frequently Asked Questions
Is health and safety software a legal requirement?
No. The law requires suitable risk assessments, recorded findings and working arrangements, not any particular tool. Software is a way of meeting those duties more reliably and proving that you have.
When should a business move from spreadsheets to health and safety compliance software?
Typically when you have more than one site, hybrid or remote workers, staff in more than one country, or when you start struggling to produce evidence quickly for inspectors, insurers, auditors or tenders.
What should health and safety compliance software include?
At minimum: document and version control, risk assessments, incident and near miss reporting, action tracking with reminders, training records, and reporting dashboards. Multi-country businesses also need country-specific documents and a legal register.
Can health and safety software replace a consultant?
No. Software manages records and actions. It cannot judge whether a risk assessment is suitable, interpret the law in a new jurisdiction, or investigate a serious incident. The strongest results come from combining expert advice with good software.
Does health and safety software help with GDPR?
It can, by limiting access to sensitive records and keeping personal data out of emailed files. You still need to decide what you collect, why, and how long you keep it.
