What Does a Health
and Safety Consultant Do?

A health and safety consultant helps employers meet their legal and operational health and safety obligations. In the UK, this means compliance with the Health and Safety at Work Act 1974, the Management of Health and Safety at Work Regulations 1999, and the sector-specific and hazard-specific regulations that apply to the business.

The typical scope includes risk assessment (general workplace risks plus specific assessments for DSE, manual handling, COSHH, fire, legionella, and others), policy and manual development, compliance audits and inspections, training delivery, incident investigation and RIDDOR reporting, regulatory engagement (responding to HSE interest or enforcement action), and ongoing compliance maintenance.

Consultants typically work in one of three engagement models: one-off project work (a specific risk assessment or audit), outsourced compliance (the consultant acts as the business's competent person under MHSWR Regulation 7), or co-managed arrangements (the consultant supports an internal H&S team). How to Choose a
Health and Safety Consultant

Not every health and safety consultancy operates at the same standard. When evaluating consultants, the criteria that matter most are:

Chartered Status

The gold standard qualification is Chartered Member (CMIOSH) or Chartered Fellow (CFIOSH) of the Institution of Occupational Safety and Health. Chartered status requires formal qualifications, verified professional experience, and ongoing CPD. Not all consultants who advertise health and safety services hold Chartered status. Ask directly and verify on the IOSH public register.

Technical Breadth

Health and safety is not a single topic. A competent consultancy needs to handle general workplace risk, fire safety, legionella, asbestos, manual handling, DSE, COSHH, occupational health, and incident investigation at a minimum. Specialist topics (working at height, confined spaces, hazardous industries) may require additional expertise. A consultant who outsources everything beyond the basics introduces cost and coordination risk.

Sector Experience

Office-based professional services, tech, finance, legal, healthcare, and care homes each have distinct risk profiles, regulatory scrutiny, and operational realities. A consultant with deep experience in your sector understands what matters. A consultant starting from generic templates does not.

Your internal lead handles day-to-day coordination and escalates complex matters to us. Delivered on a reduced monthly retainer that reflects the lower consultant time required when an internal lead is in place.

Priced on a monthly retainer basis. Key factors: employee count, number of sites, sector risk category, international operations, and specialist services in scope (fire, legionella, asbestos, occupational health). Smaller single-site UK businesses are at the entry point of the scale; larger multi-site or international operations at the upper end. All include risk assessments, policy and manual, training, audits, software platform access, and ongoing consultant support.

Co-Managed Retainer (Done With You)

Reduced retainer compared to Done For You, reflecting the lower consultant time required when an internal lead handles day-to-day coordination. Scoped and priced individually depending on how the responsibilities split between Arinite and the internal team.

Software subscription model. Priced by user count and feature tier. Designed for businesses with existing internal H&S capability who want the compliance platform, with ad-hoc consultancy available at standard project rates for specific expertise or one-off projects.

Single-country additions to a UK programme: priced as an addition to the UK monthly retainer, with the rate depending on the country, local compliance complexity, and operation size. Multi-country international programmes scoped as coordinated packages, which are typically significantly more cost-efficient than country-by-country procurement.

DIY VS CONSULTANT

When Do You Need a Consultant
vs Doing It Yourself?

Not every business needs external consultants. Under MHSWR Regulation 7, the employer must appoint ‘competent persons’ to assist with health and safety compliance. This can be internal or external, depending on the in-house capability.

Internal is appropriate when the business has qualified internal H&S staff holding recognised qualifications (CMIOSH, NEBOSH Diploma or Certificate, or equivalent), sufficient time allocated to the role, and the breadth of technical expertise to cover the business’s specific risk profile. Smaller businesses rarely have this.

External consultants are appropriate when the business has no qualified internal H&S staff, or when internal staff cannot cover the full scope (multi-site, international, specialist hazards, complex incidents). Most UK SMEs with 10 to 250 employees fall into this category.

Hybrid arrangements are common and increasingly the norm: an internal HR or facilities lead handles day-to-day coordination, with external consultants providing technical expertise, specialist input, and the compliance platform. This is the Done With You model.

The legal duty remains with the employer regardless of the model chosen. Appointing a consultant does not transfer responsibility; it transfers capability. Directors remain personally liable under Section 37 of the Health and Safety at Work Act 1974.
