A health and safety manual is a comprehensive document (or set of documents) that contains everything your organisation needs to manage health and safety in one place. It goes beyond the statutory health and safety policy by including the detailed procedures, safe systems of work, risk assessments, and management arrangements that the policy references.

The terms 'health and safety manual,' 'health and safety handbook,' and 'health and safety procedures manual' are often used interchangeably. The content is what matters, not the name.

What Is the Difference?

A health and safety policy is a legal requirement under Section 2(3) of the Health and Safety at Work Act 1974 for every employer with five or more employees. It has three parts: a statement of intent, an organisation section, and an arrangements section.

A health and safety manual includes the policy but goes further. It contains the detailed procedures and documentation that the policy's arrangements section refers to. If the policy says 'risk assessments are conducted for all work activities,' the manual contains the actual risk assessments. If the policy says 'fire evacuation procedures are documented,' the manual contains the fire evacuation plan.

In short: the policy is the commitment. The manual is the evidence that the commitment is being met.

Every business needs a policy. Not every business needs a separate manual. For small businesses with simple operations, the policy and its arrangements may be sufficient. For larger, multi-site, or higher-risk businesses, a comprehensive manual is the standard approach.
