Law Differs by Country

Health and safety legislation varies significantly by jurisdiction. A few examples illustrate the scale of the differences.

In France, the Document Unique d'Ɖvaluation des Risques Professionnels (DUERP) is a mandatory risk assessment document that must be updated annually and made available to all employees, the CSE (ComitĆ© Social et Ɖconomique), and the labour inspectorate. The format and content requirements are specific to French law and have no direct equivalent in the UK.

In Germany, the Arbeitsschutzgesetz (Occupational Safety Act) requires employers to appoint a Fachkraft für Arbeitssicherheit (safety specialist) and a Betriebsarzt (company doctor). The DGUV (German Social Accident Insurance) imposes additional sector-specific requirements that vary by industry.

In the Netherlands, the RI&E (Risico-Inventarisatie en -Evaluatie) is the mandatory risk assessment framework. It must be reviewed by a certified Arbodienst (occupational health service) for businesses above a certain size.

In Ireland, the Safety, Health and Welfare at Work Act 2005 broadly mirrors UK law but with important differences in documentation requirements and enforcement powers.

In the Middle East, countries like the UAE and Saudi Arabia have rapidly evolving occupational safety frameworks that require ongoing monitoring to maintain compliance.

In Asia Pacific, jurisdictions like Singapore (Workplace Safety and Health Act), India (Occupational Safety, Health and Working Conditions Code 2020), and Australia (Work Health and Safety Act) each have distinct requirements.

ISO 45001

ISO 45001 and International
Health and Safety

ISO 45001:2018 is the international standard for occupational health and safety management systems. It provides a common framework that can be applied across all jurisdictions. Many multinational businesses adopt ISO 45001 as their baseline and layer local compliance requirements on top.

However, ISO 45001 is not a substitute for local legal compliance. Holding ISO 45001 certification does not mean you are compliant with French, German, or Singaporean occupational safety law. It means you have a management system that can be adapted to meet those requirements. The local compliance work still needs to be done.
