WHAT IS H&S OUTSOURCING

What Is Health and Safety
Outsourcing?

Health and safety outsourcing means appointing an external health and safety consultancy to manage some or all of your health and safety obligations. At its core, it is the appointment of a competent person (or team) who is not an employee of your organisation but who takes legal responsibility for ensuring your compliance.

The service is sometimes referred to as retained health and safety, outsourced health and safety support, or a competent person service. The terms are interchangeable. What matters is the scope: a genuine outsourced service handles policy creation, risk assessments, audits, training, incident management, and ongoing compliance monitoring, not just occasional advice.

Health and safety outsourcing is not a recent trend. Regulation 7 of the Management of Health and Safety at Work Regulations 1999 has required every employer to appoint a competent person since it came into force. What has changed is the complexity of compliance: more regulations, more jurisdictions, more remote working, and more scrutiny from clients, insurers, and procurement teams. For many businesses, outsourcing is now the only practical way to meet these obligations without hiring a full-time specialist.

WHY BUSINESSES OUTSOURCE

Why Businesses Outsource
Health and Safety

The decision to outsource health and safety is rarely about the cost of compliance. It is about the cost of getting it wrong.

Directors carry personal criminal liability for health and safety failures under Section 37 of the Health and Safety at Work Act 1974. Fines for health and safety offences are unlimited. In the most serious cases, directors face imprisonment. The legal exposure is not theoretical: HSE prosecutes hundreds of cases every year, and fines for serious offences regularly reach six figures.

But prosecution is not the only risk. Increasingly, clients require evidence of health and safety compliance before awarding contracts. Tenders for public sector work, facilities management, and professional services routinely require audit reports, competent person documentation, and evidence of a functioning management system. Businesses without these credentials lose contracts they would otherwise win.

Outsourcing to a health and safety consultancy that provides both Chartered consultants and compliance software gives you documented, provable compliance that satisfies inspectors, clients, and insurers simultaneously.

WHO THIS IS FOR

Who Outsourced Health and Safety
Is For

Health and safety outsourcing serves a broad range of businesses, but three groups derive the most value.

Outsourced Health and Safety for Small Businesses

Small and medium-sized businesses (typically 5 to 250 employees) rarely have the budget or the need for a full-time health and safety professional. But the legal obligations are the same regardless of size. Every employer must appoint a competent person, maintain risk assessments, have a written health and safety policy (if five or more employees), and comply with the same legislation as a FTSE 100 company. Outsourcing gives small businesses access to Chartered-level expertise at a fraction of the cost of a full-time hire. Arinite's retained service for small businesses includes competent person appointment, all required documentation (policies, risk assessments, emergency procedures), annual or biannual site visits, and access to our health and safety software platform. For most small businesses, the annual cost of outsourced health and safety is less than the cost of recruiting, training, and retaining an internal health and safety officer.

Outsourced Health and Safety for Multi-Site Businesses

Businesses with multiple offices, branches, or locations face a consistency challenge. Each site needs its own risk assessments, its own fire risk assessment, its own competent person coverage, and its own compliance documentation. Without a central system, compliance fragments: some sites are current, others are overdue, and nobody has a single view of the whole picture. Arinite's outsourced service for multi-site businesses includes a single Chartered consultant as your named contact, standardised documentation deployed across all locations, a compliance dashboard showing the status of every site in real time, and a rolling audit programme that ensures every location is reviewed on a defined schedule.

Outsourced Health and Safety for International Businesses

Businesses operating across multiple countries face the most complex compliance challenge of all: different legislation in every jurisdiction, different documentation requirements, different enforcement regimes, and different languages. Most UK health and safety outsourcing companies cannot help with this because they only operate in the UK. Arinite operates in 50+ countries through locally qualified health and safety consultants who know the local legislation, speak the local language, and report through a single platform to your UK headquarters. This is the differentiator that most health and safety outsourcing companies cannot match.

WHAT YOU GET

What Outsourced Health and Safety
From Arinite Could Include

Arinite's outsourced health and safety service is comprehensive. It is not a retainer that gives you access to a phone line. It is a managed compliance service where we build, implement, and maintain your entire health and safety framework.

Competent Person Appointment

A Chartered consultant is formally appointed as your competent person under Regulation 7, documented in writing and communicated to your team.

Health and Safety Policy

Created, tailored to your business, reviewed annually, and updated whenever your operations change.

Risk Assessments

All required assessments created and maintained, including general workplace, DSE, fire, COSHH, manual handling, lone working, home working, and new and expectant mothers.

Health and Safety Audits

Scheduled on a defined programme (typically annual or biannual), with a written report and prioritised action plan.

Training

Induction training, fire marshal training, first aid at work, manual handling, DSE awareness, and any sector-specific training your business requires.

Health and Safety Software

Full access to Arinite's compliance platform, including the Executive Dashboard, Document Management System, and Search4Safety. Your documentation is uploaded, maintained, and accessible to your team and to inspectors.

Regulatory Updates

As health and safety legislation changes, we update your documentation and advise on any actions required. You do not need to monitor regulatory changes yourself.

Ongoing Support

Telephone and email access to your named consultant for day-to-day queries, incident advice, and ad-hoc guidance.

Accreditation Support

We prepare and submit CHAS, SafeContractor, and SSIP accreditation applications on your behalf.

WHY ARINITE

What Makes Arinite Different From Other
Health and Safety Outsourcing Companies

01

Consultants and Software Together

Most outsourcing providers are either a consultancy that uses spreadsheets and Word documents, or a software platform that recommends you find your own consultant. Arinite is both. Your Chartered consultant uses the same compliance platform that your team accesses. Documentation created during audits appears in your dashboard immediately. Actions are tracked digitally. Nothing falls between the cracks.

02

International Capability

Most UK health and safety outsourcing companies operate in the UK only. Arinite operates in 50+ countries through locally qualified consultants who know the local legislation and report through a single platform. If your business opens an office in Germany, France, Spain, or Singapore, you do not need a second provider.

03

Credentials That Competitors Cannot Match

Our consultants hold Chartered status with IOSH. Our team includes a former IOSH President, a former Deputy Chief Fire Officer, and consultants with 30 to 40 years of experience across every sector. We are certified to ISO 45001:2018. This is not a helpdesk staffed by generalists.

DIRECTOR LIABILITY

Director Liability: Why Outsourcing
Protects You Personally

Under Section 37 of the Health and Safety at Work Act 1974, where a health and safety offence is committed with the consent, connivance, or neglect of any director, manager, or similar officer, that individual can be prosecuted personally. This is not a corporate fine. It is personal criminal liability.

Outsourcing health and safety to a Chartered consultancy provides documented evidence of due diligence. You can demonstrate that you appointed a competent person with appropriate qualifications, that your health and safety management system was independently created and maintained, that your premises were audited on a defined schedule, and that identified actions were tracked through to completion.

This does not make you immune from prosecution. But it demonstrates that you took all reasonably practicable steps, which is the legal test under the Act. The alternative, having no appointed competent person and no functioning management system, is indefensible.

WORKING TOGETHER

Already Have Someone Managing
Health and Safety Internally?

Outsourced health and safety does not mean replacing your internal resource. Many of Arinite's clients have an office manager, facilities coordinator, or HR lead who handles day-to-day health and safety alongside their primary role. The outsourced service makes that person significantly more effective.

Your internal person handles the daily operational tasks: ensuring the office is tidy, coordinating fire drills, managing first aid supplies, and being the first point of contact for staff queries. Arinite's Chartered consultant provides the strategic framework: creating the policies, writing the risk assessments, conducting the audits, delivering the training, and maintaining the compliance platform.

This model is Arinite's 'Done With You' tier. It is the most popular option for businesses with 50 to 250 employees who have some internal capability but need Chartered-level governance behind it.

OUTSOURCING COST GUIDE

How Much Does Outsourced
Health and Safety Cost?

The cost of outsourced health and safety depends on the size and complexity of your business — your headcount, number of sites, sector risk profile, and the engagement model you choose. Every Arinite arrangement is scoped and priced individually. Most engagements fall into one of three shapes:

Small Business

Single site, office or lower-risk environment

Tailored Quote

Medium Business

Multi-team or multi-site operations

Bespoke Quote

Larger / Multi-Site

Complex, regulated, or international

Priced Individually

All Arinite outsourced packages include:

Competent person appointment
All required documentation
Health and safety software access
Regulatory updates
Ongoing consultant support

The cost of not having adequate arrangements is higher still. HSE fines for serious health and safety offences regularly reach six figures, and lost contracts due to inadequate health and safety documentation are impossible to quantify but consistently cited by our clients as the trigger that made them act.

ACCREDITATION SUPPORT

CHAS, SafeContractor, and SSIP
Accreditation Support

Many businesses outsource health and safety specifically because they need accreditation to win contracts. CHAS (Contractors Health and Safety Assessment Scheme), SafeContractor, Constructionline, and other SSIP (Safety Schemes in Procurement) members require evidence of a functioning health and safety management system.

Arinite prepares and submits accreditation applications as part of the outsourced service. Our consultants ensure your documentation meets the scheme requirements, complete the application on your behalf, and handle any queries or additional evidence requests from the assessment body.

For businesses already holding accreditation, the outsourced service ensures your management system remains current between renewal cycles, so reaccreditation is straightforward rather than a last-minute scramble.
