THE PROBLEM

Health and Safety Documentation
Is Costing You Contracts

Businesses lose tenders and fail pre-qualification assessments because their health and safety documentation is inadequate, outdated, or missing entirely. The health and safety section of a tender or pre-qualification questionnaire (PQQ) is often the most heavily weighted evaluation criterion after price and technical capability.

The most common failures are no written health and safety policy (or a policy that has not been reviewed in years), no documented risk assessments for the activities described in the tender, no evidence of a competent person appointment, no accreditation with a recognised scheme (CHAS, SafeContractor, or equivalent SSIP member), training records that cannot demonstrate staff competence, and no accident or incident reporting procedures.

Every one of these is fixable. In most cases, Arinite can get your documentation tender-ready within five business days.

ACCREDITATION SCHEMES

Health and Safety
Accreditation Schemes Explained

Most public sector tenders and many private sector contracts require health and safety accreditation through a recognised scheme. The main schemes are all members of SSIP (Safety Schemes in Procurement), which means they assess against a common core set of standards.

1

CHAS Accreditation

CHAS (Contractors Health and Safety Assessment Scheme) is the most widely recognised health and safety accreditation in the UK. It is accepted by thousands of public and private sector buyers as evidence that a contractor's health and safety arrangements meet a defined standard. CHAS offers several tiers: CHAS Standard, CHAS Advanced, and CHAS Elite. Arinite prepares and submits CHAS applications at all tiers and handles any queries or additional evidence requests from the CHAS assessment team.

2

SafeContractor Accreditation

SafeContractor is a health and safety pre-qualification scheme used by major clients across facilities management, construction, and professional services. The assessment covers health and safety policy, risk assessments, training, and management arrangements. Arinite prepares the full application and supporting documentation.

3

ISO 45001 Certification for International Tenders

For businesses bidding on international contracts, ISO 45001:2018 certification is increasingly the minimum health and safety accreditation that procurement teams require. Multinational tenders in Europe, Asia Pacific, and the Middle East routinely list ISO 45001 as a pre-qualification condition, the same way UK public sector tenders require CHAS. Arinite is certified to ISO 45001:2018 and helps clients achieve and maintain certification. Our Chartered consultants build the management system, prepare for the certification audit, and support you through the assessment process. For businesses already certified, we maintain the system between surveillance audits so certification is never at risk.

4

Other SSIP Member Schemes

SSIP (Safety Schemes in Procurement) is the umbrella body that sets the common assessment standard for UK pre-qualification. Other SSIP member schemes include Acclaim, Alcumus, SMAS, and the National Britannia Safety Group. Arinite supports applications to any SSIP member scheme. If your client requires a specific scheme, we prepare the documentation to that scheme's requirements.

TENDER SUPPORT

Health and Safety Tender
and PQQ Support

Beyond accreditation, many tenders include health and safety pre-qualification questionnaires (PQQs) that require detailed written responses. These questionnaires typically ask for evidence of your health and safety policy, risk assessment methodology, training programme, accident reporting procedures, competent person arrangements, and management system documentation.

Arinite's Chartered consultants prepare your PQQ responses, ensuring each answer is specific to the tender requirements, supported by evidence, and aligned with what the evaluation panel is looking for. We do not provide generic template answers. Every response is tailored to the specific tender.

For businesses that regularly bid for contracts requiring health and safety evidence, Arinite maintains a library of pre-approved responses within the compliance platform. When a new tender arrives, your documentation is already current and your responses can be assembled rapidly rather than written from scratch each time.

FEATURED SNIPPET

The 10 Health and Safety
Questions Every Tender Asks

While the specific wording varies, almost every health and safety PQQ covers the same 10 areas.

  1. 1

Do you have a written health and safety policy? (Must be current, signed, and covering statement, organisation, and arrangements.)

  2. 2

Have you appointed a competent person for health and safety? (Must be documented under Regulation 7.)

  3. 3

Do you hold any health and safety accreditations? (CHAS, SafeContractor, ISO 45001, or equivalent SSIP member.)

  4. 4

Do you have documented risk assessments for the activities described in this tender?

  5. 5

What health and safety training have your employees received? (Must include records and evidence of competence.)

  6. 6

Do you have a documented accident and incident reporting procedure? (RIDDOR compliance.)

  7. 7

What is your accident history for the past three to five years?

  8. 8

Do you have documented emergency procedures?

  9. 9

How do you monitor and review health and safety performance? (Audit schedule, KPIs, management review.)

  10. 10

Do you have employer's liability insurance? (Must be current and at the required level.)

If you cannot answer all 10 with documented evidence, you will fail the pre-qualification. Arinite ensures every answer is in place before you submit.

TIMELINE

Tender-Ready in Five
Business Days

Arinite can prepare your health and safety documentation from zero to tender-ready in five business days for most standard applications. The process works as follows.

Day 1

Scoping call

We review what you have, identify what is missing, and agree the scope.

Days 2–4

Documentation

Your Chartered consultant creates or updates all required documentation: policy, risk assessments, training records, emergency procedures, and competent person appointment.

Day 5

Submission

We complete and submit the accreditation application or PQQ responses on your behalf.

For urgent deadlines, expedited service is available. For businesses on Arinite's outsourced health and safety packages, documentation is already current and tender responses can be assembled within 24 hours.

ONGOING MANAGEMENT

Maintaining Accreditation
Between Renewals

Achieving accreditation is the first step. Maintaining it is the ongoing challenge. Accreditation schemes require annual renewal, and the assessment at renewal checks whether your documentation is still current, not just whether it existed when you first applied.

Businesses that scramble to update documentation before each renewal cycle are operating reactively. Arinite's outsourced service maintains your documentation continuously. When renewal arrives, your health and safety management system is already current, your risk assessments are already reviewed, and your training records are already up to date. Reaccreditation becomes an administrative formality rather than a compliance project.

All accreditation documentation is maintained within Arinite's health and safety software, so you can demonstrate current compliance to any client or scheme at any time, not just during the renewal window.

PRICING

How Much Does Accreditation
and Tender Support Cost?

Costs depend on what documentation you already have and what needs to be created. Every engagement is scoped and priced individually. Common shapes include:

Accreditation application preparation

CHAS Standard, SafeContractor, or equivalent SSIP scheme

Tailored quote where your core documentation (policy, risk assessments, training records) is already in place.

Where documentation needs to be created from scratch, the combined cost (documentation plus application) is bespoke quoted against your starting point.

PQQ and tender response preparation

Per tender, depending on complexity and number of questions

Tailored quote per tender.

For businesses on Arinite's outsourced packages, accreditation applications and tender responses are included in the service or available at preferential rates.

For comparison: a failed tender due to inadequate health and safety documentation costs significantly more than the preparation fee, both in lost revenue and in the time spent on a submission that was destined to fail.
