AVIATION AND AEROSPACE

About This Sector

Aviation and aerospace operations combine high-value assets with high-consequence risks. Ground crew operations, hangar maintenance, fuelling, and airside activities all carry specific health and safety requirements that sit alongside aviation safety regulations. The CAA oversees aviation safety, but occupational health and safety (the protection of workers, not passengers) falls under HSE jurisdiction. Both must be satisfied. Arinite provides Chartered health and safety consultants with experience in aviation and aerospace environments.

REGULATIONS

Sector-Specific Regulations

The Health and Safety at Work Act 1974 applies to all aviation employers for occupational safety. The Management of Health and Safety at Work Regulations 1999 require risk assessments. The Provision and Use of Work Equipment Regulations 1998 (PUWER) cover ground support equipment. The Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) apply to fuelling operations. The Control of Noise at Work Regulations 2005 apply to ground crew exposed to aircraft noise. The Manual Handling Operations Regulations 1992 apply to baggage handling and cargo operations. The Work at Height Regulations 2005 apply to aircraft maintenance at height.

COMPLIANCE GAPS

Common Compliance Failures We Find

These are the health and safety failures Arinite's consultants find most frequently in this sector:

Risk assessments that address aviation safety but not occupational health and safety for ground and maintenance staff.

2

No DSEAR assessment for fuelling and fuel storage operations.

3

Noise assessments not conducted for ground crew working in proximity to aircraft engines.

4

Manual handling assessments missing for baggage handling and cargo loading operations.

5

Work at height risk assessments not conducted for aircraft maintenance activities.

6

No documented emergency procedures specific to hangar operations.
