The principal statute is the Occupational Safety and Health Act 1994 (OSHA 1994), administered by the Department of Occupational Safety and Health (DOSH) under the Ministry of Human Resources. Significant amendments that took effect in 2024 broadened the Act's coverage and strengthened employer duties. Several features matter for any business operating in Malaysia:

Broadened coverage

The amended OSHA 1994 applies broadly across sectors, including office-based workplaces, removing earlier sector limitations.

Risk assessment

Employers are required to conduct risk assessments and put control measures in place.

OSH coordinator

Many workplaces, particularly smaller ones without a safety and health officer, must appoint an occupational safety and health coordinator.

Duties of the principal
