ABOUT

Workplace Health and Safety
in Hong Kong

The principal statute for offices and most workplaces is the Occupational Safety and Health Ordinance (Cap. 509), supported by the Occupational Safety and Health Regulation, with industrial undertakings also covered by the Factories and Industrial Undertakings Ordinance (Cap. 59). The regime is administered by the Occupational Safety and Health Branch of the Labour Department. Several features matter for any business operating in Hong Kong:

General duties

Employers must, so far as reasonably practicable, ensure the safety and health of employees at work, a duty that applies fully to office environments.

Risk assessment

Employers are expected to assess and control workplace risks, with specific requirements for certain hazards including display screen equipment.

Display screen equipment

The regime addresses workstation risks for users of display screen equipment, directly relevant to Hong Kong's office-heavy economy.

Active enforcement

The Labour Department inspects workplaces and enforces the Ordinance, with penalties for breaches.

Documentation

Documented arrangements, assessments, and records are expected.

Arinite supports businesses operating in Hong Kong, with particular strength for international and UK groups whose Hong Kong operations must meet the Ordinance while staying consistent with a single group compliance system. We work with locally qualified practitioners.
