Are your Health & Safety Inspections just a tick box exercise?

I recall in my early years as a trainee H&S Officer I visited workplaces to undertake health & safety inspections which was a key part of my role.  Armed only with a plain A4 notepad (with carbon triplicate copies), I relied wholly on my memory to remember key safety issues to look out for.

How times have changed and while safety professionals still undertake health and safety audits, there are many more roles that now carry out this task as responsibilities have been much more embedded in management and supervisory roles, as well as vital input from employees or their representatives.  

This sharing of responsibilities has brought about much improved safety standards in workplaces and at the same time, has reduced the likelihood of injuries.

Legal Framework and Compliance

Health and safety inspections serve as the cornerstone of workplace protection across the United Kingdom, ensuring that millions of workers return home safely each day.  These systematic evaluations, conducted by both internal teams and external regulatory bodies, play a crucial role in maintaining high standards of workers welfare and operational excellence.

The Health and Safety at Work Act 1974 establishes the fundamental legal requirement for employers to provide safe working environments. Regular inspections ensure compliance with this legislation and subsequent regulations, including the Management of Health and Safety at Work Regulations 1999.

The Health and Safety Executive (HSE) conducts enforcement inspections across various sectors, delegating some lower risk workplaces to Local Authority Environmental Health Officers.  

They both have powers to issue improvement notices, prohibition notices, or even pursue criminal prosecution for serious breaches.

Preventing Workplace Accidents and Fatalities

Statistics from the HSE demonstrate the tangible impact of robust inspection regimes.

In recent years, the UK has maintained relatively low workplace fatality rates compared to international standards, largely attributed to stringent safety protocols and regular workplace monitoring.  

Inspections identify potential hazards before they manifest as accidents, addressing issues such as faulty equipment, inadequate training, poor housekeeping, and insufficient personal protective equipment.

Safety inspections and safety audits are both used to assess workplace safety, but they differ in their scope and focus.  

Inspections primarily identify immediate hazards and unsafe practices, while audits evaluate the overall effectiveness of safety programmes and processes.  Think of inspections as a way to find the trees (hazards), and audits as a way to see the forest (the overall safety system).

Evolving Challenges and Modern Approaches

Contemporary workplaces present new challenges requiring adapted inspection methodologies.

The rise of remote working, digital technologies, and changing work patterns demands innovative approaches to safety monitoring.  

Mental health considerations now feature prominently in workplace inspections, recognising that psychological safety is equally important as physical protection.

The blank A4 notepad has largely gone to be replaced by new tools such as checklists, hand held devices, mobile cameras and messaging systems all able to communicate information in real time.

These tools act as an ‘aide memoire’ and prompt us to systematically look at hazards, risks, control measures, records etc. and are very useful, but over time, such tools can breed familiarity and in turn be used to just ‘tick a box’ without really considering if improvements are required.      

Preventing familiarity means introducing change which may be by:

  • Updating checklists periodically,
  • Share the workload with different people undertaking the inspections,
  • Introducing new inspection techniques such as digital tools,
  • Sampling and analysing tasks to see if risk assessments or job instructions are adequate.

Economic Benefits and Business Continuity

Beyond the moral obligation to protect workers, health and safety inspections deliver significant economic advantages. Workplace accidents cost UK businesses billions of pounds annually through:

  • lost productivity,
  • compensation claims,
  • increased insurance premiums, and regulatory fines.

Regular inspections help identify and rectify potential problems before they escalate into costly incidents.

Companies with strong safety records often benefit from reduced insurance premiums, improved employee morale, and enhanced reputation among clients and stakeholders.  This creates a positive cycle where investment in safety inspections generates measurable returns through improved operational efficiency and reduced liability exposure.

Conclusion

Health and safety inspections represent a fundamental pillar of health and safety management and a commitment to workers protection and business sustainability.  

Checklists and Apps are useful especially for those who are not involved in day to day safety management but we need to be careful that they don’t focus on the same things each time inspections are undertaken. 

Talking to the workforce, listening to concerns they have and following up on actions may often produce better results.

As work environments continue to evolve, the importance of regular, thorough, and adaptive safety inspections will ensure that they don’t just become a tick box exercise.
